Dave Dougherty
Dave brings more than 35 years of retirement plan experience to his consulting practice. That experience includes large and small plans, qualified and nonqualified arrangements, and public, single and multi-employer plan sponsors.
Dave established a private consulting practice in 2010 after leading the highly respected benefits firm of Dougherty Petroff Associates (DPA). DPA was acquired by StanCorp Financial Services (NYSE: SFG) in 2007. His current enterprise provides actuarial services to defined benefit and cash balance plans, supplemental executive retirement plans, and retiree medical arrangements.

Through a collaboration with RVK, (formerly R.V. Kuhns & Associates, Inc.) Dave also provides asset/liability forecasting services to some of the nation’s largest public pension plans. RVK provides strategic investment consulting services to institutional investors.
Dave’s unique combination of technical and communication skills are needed in the midst of today’s difficult pension landscape. He is able to translate actuarial concepts and results into plain language. Depressed asset valuations, low interest rates, and new funding rules require new thinking by plan sponsors and fiduciaries. Navigating through the myriad of new rules can be arduous and costly without the benefit of a knowledgeable consultant like Dave.

Nina Pileggi
Nina’s career boasts a broad spectrum of plan types and sponsors. In the last 10+ years her focus has been primarily on public sector OPEB plans, particularly California OPEB programs subject to PEMHCA rules.
In 2018, Nina was hired by GovInvest Inc. to lead and build their actuarial practice. In addition to building the actuarial team, Nina also filled the lead technical role as the OPEB subject matter expert for developing GovInvest’s proprietary actuarial projection software. She managed the onboarding of hundreds of clients to the software, and developed testing and peer review procedures for quality assurance. She also consulted with many California based OPEB and pension clients including the State of California.
Nina has expertise in rate renewals, funding and budget projections, reserve setting, including IBNR and premium stabilization reserves, plan and benefit pricing, trend calculations and analysis.
Nina also has extensive pension consulting experience that includes consulting for single-employer, multiemployer and public agencies.

Billy Dougherty
Billy joined his father Dave at Island Actuaries in September 2024. He joins the team after three years at Mercer where he worked as an associate, supporting the valuation cycle and consulting to over a dozen clients with single-employer defined benefit and OPEB plans. Prior to joining Mercer, Billy worked at GovInvest where he programmed actuarial projection software for over a hundred retirement plans in the public sector, and provided specialized funding scenario consulting to clients.
In total, Billy brings 8 years of actuarial experience, including 6 in the retirement sector. He has experience ranging across public and single employer plans, with a focus on valuation programming and ad-hoc projects to support decision making.
An actuarial student, Billy attained his ASA in Spring 2024 and is currently taking exams to attain his EA and FSA designations.
